Ellis County could be on the verge of a significant economic boost, but it's not without its hurdles. The proposed Tallgrass solar facility promises jobs and revenue, yet some residents are voicing concerns. Let's dive into the details and explore both sides of this complex issue.
According to Doug Williams of Grow Hays, the Tallgrass solar development, spearheaded by developer ibV, holds the potential for a "very positive impact" on Ellis County's economy. Williams shared his insights during an interview on Hays Morning Blend, highlighting the multiple ways this $275 million project could benefit the community.
IbV is currently seeking a conditional-use permit from the county to construct the solar facility on pasture land in the southwest part of the county. But here's where it gets controversial: the project involves converting pasture land, a concern for some residents.
One of the key benefits under discussion is a payment-in-lieu-of-taxes (PILOT) agreement between the county commission and ibV. This agreement would cover the first 10 years of the facility's operation, and negotiations are ongoing. Williams noted that the PILOT agreement could potentially generate hundreds of thousands of dollars for the county, drawing a comparison to a similar agreement with the Buckeye Wind Farm. And this is the part most people miss: after the initial 10 years, the facility would revert to the tax rolls, providing ongoing property tax revenue for the county, the Hays school district, and the rural fire district.
Beyond the PILOT agreement and property taxes, an economic impact study conducted by Strategic Economic Research for ibV estimates the creation of 148 new jobs during the construction phase and 17 long-term positions. Williams emphasized that these jobs would further stimulate the local economy. "All those things have a good impact on our local economy and are really things that we are looking at bringing into our community," he stated.
Of course, no development project is without its critics. "I know there has been some pushback and concern about different aspects," Williams acknowledged. He drew parallels to the initial opposition faced by wind farms in the area, suggesting that new energy technologies often encounter resistance.
A primary concern among residents revolves around the ecological impact of the solar facility. Williams addressed these concerns, pointing out that the facility will incorporate weather monitoring systems and the ability to tilt the solar panels to minimize hail damage. He also offered a broader perspective. "For 100 years, we have been pumping oil in this community. We are the No. 1 oil-producing community in the state of Kansas. Think about the economic impact that oil has had on this community over the last 100 years." He highlighted the ecological considerations associated with oil production, suggesting that while ecological impacts exist, the economic benefits are substantial.
Williams expressed optimism that the county will support the project, viewing it as a valuable addition to the ongoing developments in the area. IbV estimates that construction could begin in 2027, with completion expected in 2028.
"This is obviously not a new technology, but we have a great appetite for energy in this country," Williams explained. "What we have out in this neck of the woods is sunshine and wind, and under the ground, we have oil."
To further ease concerns, ibV is negotiating with the county to establish an escrow account dedicated to road repairs or improvements necessitated by the facility's construction. Additionally, a bond will be required to cover the costs associated with decommissioning the site at the end of its estimated 35-year lifespan. This demonstrates a commitment to responsible development and mitigating potential long-term burdens on the community.
Williams emphasized ibV's responsiveness to community concerns. "From what I have watched and their copious answering of questions, they really addressed all of the questions, and it really gets down to there are certain people who would prefer it not to be here," he stated. "It's their right to prefer that, but I think, in the long run, from an economic standpoint, we would be well-served by projects like this."
But here's the controversial part: Is it fair to compare the ecological impact of a solar farm to that of a century of oil production? Some might argue that while both have environmental consequences, the long-term effects of fossil fuels are far more damaging. This comparison could be seen as downplaying legitimate environmental concerns surrounding the solar project.
